Lemuria Could a map or site to dump geo-tagged photos be used by law enforcement to find tanks? Yes, they move quickly - but if 5-10 photos pop up a red flag, it becomes harder for an entire force to ignore them. Yes, they're violent - and i'd hesitate before picking up a phone and being overhead dialing 911; but they can't very well beatdown everyone who snaps a photo, esp if there are lots at once.

Maybe the answer is some form of counter-force. Superhero anti-mafia mutant ninja phans. Or just a few bold bad asses with super-soakers filled with butyric acid.
